- Complete VA form 22-1990. This link will take you to the VA website and the VONAPP application system. Be sure to select submit.
- Complete an OTC application for admission. Follow all steps of the admission process . This includes completion of the on-line orientation, taking placement tests, having official transcripts sent to OTC, and attending a STAR seminar.
- It is STRONGLY recommended that students receiving VA benefits file the Free Application for Federal Student Aid.
- Enroll in e-Cashier. Eligibility for VA benefits DOES NOT make a student eligible for the deferred payment plan (Option A).
- Chapter 31 or Chapter 33: Appropriate documentation must have been received from the Vocational Rehabilitation Counselor for Chapter 31 students to be eligible for the deferred payment plan. Chapter 33 students must have submitted their Certificate of Eligibility to be eligible for the deferred payment plan. Please check with the VA Certifying Official before enrolling in e-Cashier to be sure your account is coded appropriately.
- Chapters 30, 1606 or 1607: Chapters 30, 1606 and 1607 are not eligible for the deferred payment plan. Enroll in e-Cashier after you have registered for classes. Choose the payment plan that works best for you.
- Submit DD-214 (Member-4 copy) to the OTC Certifying Official. Also submit any other related documents, such as kicker contracts.
- To get the most credit possible for military training, submit a copy of your military transcript. The following links will take you to the sites for ordering her military transcript.

- If you are a Reservist, please submit a copy of your DD-2304 Notice of Basic Eligibility (NOBE) to the OTC Certifying Official.
- After you have registered for classes, complete the form and submit it to the OTC Certifying Official. To complete this form, you MUST know what Chapter of the GI Bill you are using.
- Please check your OTC e-mail frequently. OTC e-mail is the official method of contact used by the VA Certifying Official.
NOTE: All documents to be submitted to the VA Certifying Official can be dropped in the Deposit Box provided at the front counter in Student Services (Springfield campus), can be e-mailed to chaplaij@otc.edu, can be FAXed to 417.447.6925, can be mailed via US mail, can be hand-delivered or can be dropped off at the Student Services office at any of the OTC locations.
