HLC Site Visit Evaluation Team

On February 7, 2011, a team of representatives from the Higher Learning Commission will be visiting the OTC campus. They will be reviewing and validating the completed self-study document as well as talking with students, faculty and staff about the college. They will spend a couple of days on the campus reviewing OTC's programs, processes and many other factors according to the HLC's Criteria for Accreditation. This team will subsequently present a report of their findings to the HLC and send back an update of the college's status in relation to the HLC. We will soon have more information about the members of this team, and you will find updates here in the coming weeks and months.

David H. Devier currently serves as Vice President of Academic and Student Affairs at Clark State Community College in Springfield, Ohio. Dr. Devier previously held the position of Dean of the University of Cincinnati Clermont College, where he was also Professor of Education. At Owens Community College, Dr. Devier served as Dean and Professor of Industrial and Engineering Technologies. Prior to his appointment with Owens, he served as Chair and Professor in the Department of Technology at Ohio Northern University for sixteen years. He also held academic appointments with Central State University and the University of North Texas.

Dr. Devier has authored numerous book chapters, academic journal articles, reviews, and editorials related to technology education, technology teacher education, and assessment of student learning. He has served on the Review Board for The Journal of Technology Studies, and he has directed or co-directed several funded research projects. He has reviewed manuscripts for leading textbooks publishers, made more than four dozen professional presentations at state and national conferences, and developed extensive curriculum, including full degree programs.

Dr. Devier has served and continues to serve in leadership positions with a number of professional organizations. He is Past-President of the Community College and Technical Institute Division of the National Association of Industrial Technology (NAIT) and Chair of the Executive Board and Region 3 Director of Epsilon Pi Tau (EPT). Dr. Devier also serves on the Commission on Communications and Marketing for the American Association of Community Colleges. He has served as Chair of the Ohio Regional Campus Association, Region 2 Director of International Technology Education Association (ITEA), President of the Ohio Technology Education Association (OTEA), and President of the Northwestern Ohio Technology Education Association.

Dr. Devier has served on more than 17 accreditation visit teams as a consultant-evaluator and team chair for the Higher Learning Commission (HLC). Likewise, he served for more than three years on the Accreditation Review Council for the HLC. Dr. Devier also chairs accreditation review teams for the National Association of Industrial Technology and for the Oklahoma State Regents for Higher Education.

Dr. Devier is engaged with local, regional, and state civic and community organizations and boards. These include the Clermont Chamber of Commerce Economic Development Board, the Ohio Valley Regional Development Commission, Clermont 20/20 and Clermont Educational Opportunities Executive Boards, Ohio Department of Education K-12 Technology Standards Advisory Committee, Greater Cincinnati Tech Prep Consortium Steering Committee, and the High-School-to-Work Southwestern Ohio Executive Board. Dr. Devier's awards are numerous, including the Lockette/Monroe Humanitarian Award from ITEA, the Distinguished Service Award from EPT, Distinguished Technology Educator from ITEA, and Outstanding Alumnus Award in the Department of Technology at Ohio Northern University.

Dr. Jonah Rice was recently named the sixth president of Southeastern Illinois College, after having served as its interim president since August 2009. Rice has taught at SIC since 1990, and his history with the school goes back even further. After graduating from Carrier Mills High School, Rice received an Associate in Arts from SIC. Rice went on to earn a B.S. from Bradley University, a M.A. from Central Michigan University, and a Ph.D. from Regent University. Rice has also had additional training at both the University of Illinois and the University of Indiana. Rice has also served as a long-time coach for the nationally renowned SIC Forensic Falcons speech program, and was the coordinator of SIC's Higher Learning Commission self-study process. After SIC's self-study, Rice was chosen by the HLC to become a Consultant-Evaluator, participating in institutional evaluations just like the one he helped steer SIC through.
